Strategies:

1. Reduce Expenses:
   Bundle projects whenever possible, main street plus nearby feeders into one project. Saves staging, labor, and equipment costs.

2. Increase Funding,
   Seek matching grants (bike path where applicable), and SB-I.
   Utility Funds, PG&E, telephone, cable, water, sewer, storm. Apply Center & Blossom Projects for Regional Funding

3. Schedule up front: Bond or borrow first 3 to 5 years worth, at no or low interest, repay from Revenue Stream.
   Begin Underground Work ASAP to make surface shovel ready. Focus on Top Three Projects Simultaneously-Now.
   Stick to the plan, avoid changing priorities until project is completed.
